Author Biography Carolina Aguerre is Associate Professor at the Universidad Católica del Uruguay, Honorary Co-Director at the Centro de Estudios en Tecnología y Sociedad (CETYS), Universidad de San Andres, Argentina, and Associate Senior Fellow at the Centre for Global Cooperation Research at the University of Duisburg-Essen, Germany. Her publications have appeared in journals such as Digital Policy, Regulation and Governance, Information and Culture, and Palabra Clave, as well as book chapters.Malcolm Campbell-Verduyn is Senior Lecturer in International Political Economy at the Department of International Relations and International Organization, University of Groningen, Netherlands, and Associate Senior Fellow at the Centre for Global Cooperation Research at the University of Duisburg-Essen, Germany.
