Bailey as a Notary Public, printed document filled out in ink in unknown hand and signed by Governor William Henry Gist next to the state seal, October 15, 1859, about 10 1/2 by 15 1/2 inches, in good condition as the document has several fold marks with small tears at the intersections where two folds meet, and most of the ribbon above the seal is missing. William Henry Gist was governor of South Carolina from 1858 to 1860. He was an avid supporter of secession from the union and promoted secession among southern state governors following the election of President Lincoln. He proposed that a convention be called and the militia strengthened in the event of Lincoln's election. Gist left office the day that the Secession Convention convened and signed the Ordinance of Secession as a convention member. He was later appointed to the Executive Council, which superseded the state's regular government, and served as Chief of the Department of Instruction and Manufacturers. Official documents signed by Gist are scarce.
