This document was written during the French Revolution, specifically the height of the “Reign of Terror.” In the face of an anti-revolutionary backlash, foreign invasion, and tension within the revolutionary movement over the best steps forward, internal violence and terror became commonplace during this period from September of 1793 to July 1794. The identity of the other signatory is unknown, though it is likely a political ally of Robespierre and perhaps a member of the Committee of Public Safety.
