It is an expired 1969 Thruway Authority reciprocity payment permit. This is a USED plate and has the usual scuffs associated with a used plate. IT IS OLDER THEN 3 YEARS IN COMPLIANCE WITH EBAY POLICY. THANKS for looking, I always combine shipping and check out my store for other interesting stuff.
