Antique/vintage silver tone handkerchief or glove holder. I am unsure of when this piece was made or the maker specific details. I am also unsure of the exact metal materials used to make this piece. I believe the one end goes around a button hole or a thin purse handle and the other clip end holds the Handkerchief or gloves. The clip spring is in good working condition, and the clip has a tight hold.
